Background-
Wipro expects its business to stay on a steady path as the US pauses new Permanent Labor Certification applications, known as PERM, the company said in a regulatory filing.
The IT services firm pointed to its strong local talent base, noting that locally hired employees make up more than 80% of its US workforce. It also clarified that the pause concerns one specific pathway to permanent residency and should not be mixed up with broader skilled-worker mobility programs such as H-1B.
Wipro will keep investing in local hiring, follow applicable US laws and regulations, and keep services running smoothly for clients.
US Labor Secretary Keith Sonderling announced the pause as part of a wider federal review of how companies use employment-based immigration programs. The administration says the review aims to protect job opportunities for American workers.
Sonderling said the companies named in the action have collectively sought nearly three million foreign workers since 2009, leading to more than 230,000 H-1B approvals and over 100,000 permanent labor certifications. These figures reflect how widely companies use the programs.
The move builds on other recent steps by the Trump administration to strengthen oversight of US employment-based immigration, including the US Labor Department’s Project Firewall initiative launched in 2025.
For Wipro, the focus stays on building a strong local talent base in the United States. Its US workforce, made up mostly of local hires, reflects that approach, and the company will keep serving clients without interruption.
